The Wisconsin Department of Health Services is canceling its independent assessment program for personal care services.

DHS and Liberty Healthcare Corporation have agreed to end their contract for personal care services assessments. DHS had been contracting with Liberty to conduct independent assessments and authorize the delivery of fee-for-service personal care services to members enrolled in Wisconsin Medicaid or BadgerCare Plus.

DHS will not be contracting with a new independent assessment vendor and instead is canceling the program.

The program had originally been implemented to allow an independent third-party entity to review and approve personal care services. Previously, it was thought to be a conflict to have the care providers also being the ones determining whether the service was needed.
