Direct Care Workforce Payments 

 

WALA recently met with the Wisconsin Division of Medicaid Services (DMS) and some positive updates were provided regarding the upcoming Direct Care Workforce Funding Initiative payments.

 

There are approximately $2.3M in leftover funds from the 2017-19 program that still need to be paid out. These funds will be paid to providers who completed all quarterly attestations in the 2017-19 program. Payments are expected to be made between the end of May and beginning of June and will be based upon resident data from the fourth quarter of 2018.

 

Additional funding was added into the 2019-21 program through the Federal Medical Assistance Percentages (FMAP) – these are funds that are matched by the federal government for state expenditures in programs such as the Medicaid Waiver program. This additional funding amounts to $11.5M. This means that for the 2019-21 overall program, the total amount has increased from $128M to $139M. The next payment from the 2019-21 program will be made in mid to late June and includes roughly $54M in total. The Encounter Basis information used to calculate the payments to your facility will be based off January – February 2020 resident data.

 

The next payment for the 2019-21 program will then take place in December 2020/January 2021 and include about $42.7M. The Encounter Basis information used to calculate these payments to your facility will be based off March – August 2020 resident data.

 

Going forward, you will no longer need to complete quarterly attestation forms. Instead, DMS is creating an annual survey form that you will need to complete outlining how you provided these funds to your caregivers.
